NIH Sets Policy for using URL's in Proposals

PI's should not use Internet addresses (URLs) to provide information
necessary to the review of proposals, applications or appendices, unless
specified, because reviewers are under no obligation to view the Internet
sites.  NIH does not want the anonymity of reviewers to compromised in the
event they access an Internet site directly.

Note also that all applications and proposals for NIH funding must be
self-contained within specified page limitations.
