New Policy for Proposal Clearance and Submission
of  Electronic Proposals in NSF FastLane

Effective February 10, 2000

To all Principal Investigators submitting proposals using NSF FastLane: 

Electronic submission of proposals to the National Science Foundation using
NSF FastLane is increasing in volume and complexity with each proposal
deadline.  More programs at NSF are requiring partial or full FastLane
submission (by October 2000, all proposals must be submitted through
FastLane).   NSF is making frequent changes to the system, while the various
programs at NSF have different submission requirements,  resulting in
additional steps and the need for technical wizardry on the part of PIs and
research offices.  

Examples of new requirements include scanning in signed cover sheets prior
to submission, using a special computer set-up to convert Adobe 4.0 PDF
files to 3.0 for importing into FastLane, and combining several PDF
documents into one file prior to transferring to FastLane, which creates
problems if documents are originally created on different computers.  

ORSA has made every effort to deal with these difficulties, often within the
last hours or minutes of the deadline.  However, we can no longer ensure
submission by the deadline (usually 5 pm local user time) with such short
lead time.  Therefore, the following policy for electronic ("E") proposal
clearance and submission is effective immediately:

*	The final version of the electronic "E" proposal should be on-line
in NSF FastLane for review by ORSA 24 hours before the application deadline.

*	Budgets must be reviewed and approved by ORSA prior to this 24-hour
lead time deadline.  
*	Any documents that need to be scanned in by ORSA, including a cover
sheet signed by the PI plus any supplementary documents that must be scanned
and linked as one PDF file, must be in ORSA no later than 24 hours before
the application deadline.
*	Upon review of the final proposal, ORSA will sign the cover sheet,
scan and convert it to a PDF file, link it to other supplementary documents
saved as PDF files, and upload the PDF file into FastLane.
*	The UO Proposal Clearance Form must be in ORSA before the E-proposal
will be submitted electronically to NSF by ORSA.
