grant-admin-arch: Grant-Admin-News: Reminder about Electronic Proposal Processing

Electronic proposal processing is becoming more commonplace these days, but
please keep in mind that University proposal clearance procedures must still
be followed.  This includes having budgets reviewed and approved before they
are submitted on-line.

As a recent example, NWACC is requiring proposal submission be done via
their website.  A UO proposal clearance form needs accompany a copy of the
proposal and be approved by ORSA before the cover page is submitted on-line.
