The Office of Research Services and Administration (ORSA) is starting to
develop an interactive, web-based Proposal Processing System (PPS) which
will eventually enable UO principal investigators (PIs) and staff to prepare
grant and contract proposals on-line for electronic review, clearance, and
submission.  The first components READY FOR USE NOW are the Proposal Number
Assignment and Proposed Costshare Commitments form.  The two on-line forms
are available on ORSA's home page at:
http://darkwing.uoregon.edu/~orsp/orsa.html at the new PPS link "Proposal
Processing System (with Costshare Module)."   Both a test module for
practicing on, and the live production site for real data, are available
from the PPS link.

UO Proposal Number Assignment:  Request an internal UO proposal number by
filling out the electronic form for each grant and contract under
development or ready for review and submission to a funding agency.  This
number will follow the hard copy (and eventually the electronic proposal)
throughout the preparation, review and clearance process, as well as tie
preliminary budgets and costshare forms to the main proposal.   Immediately
after the form is submitted, PIs will receive an automatic response with a
unique proposal number, which should be included in all correspondence or
review documents for the proposal.

Proposed Costshare Commitments Form:  This is the second feature ready for
immediate use and is now required for final clearance of proposals with
costshare commitments in the budget.   The on-line form: 
	1) requests more comprehensive information on costshare commitments
than previously collected, to better meet accounting and reporting
requirements in OMB Circular A-21 and Cost Accounting Standards;
	2) replaces the costshare information previously reported on the
front of the UO Proposal Clearance Form; 
	3) provides a complete record for the PI and ORSA on contributed
amounts and sources of funds when the award is received; and
	4) automatically feeds data into the new Activity Reporting System
which will summarize costshare obligations met and still outstanding on a
quarterly basis by individual grant for each PI.

The form can be accessed  immediately upon obtaining a UO Proposal Number in
PPS, and it can also be worked on any time after the number has been
assigned by logging in with the proposal number.  The costshare data can be
printed out as a report for your file and attached to the budget or proposal
for final clearance.  ORSA can also view the records electronically for
budget review and final proposal clearance.  A hard copy of the costshare
commitment form is available from ORSA, if you have difficulties with the
electronic version.
