As mentioned in an earlier announcement, ORSA is developing an interactive,
web-based Proposal Processing System (PPS) for use by faculty and staff to
initiate proposals on-line for electronic preparation, review, clearance and
submission.  The first step in this process is the assignment of UO proposal
numbers for all actions requiring UO proposal clearance forms (this includes
all grant and contract preproposals that require institutional endorsement,
grant and contract proposals, revised budgets and supplements).  The
principal investigator (or staff member working on an action requiring
institutional endorsement) can obtain a proposal number by accessing PPS.
The assigned UO proposal number should be used for all internal
correspondence until the application is funded and a financial system
identifier (fund number in FIS) has been established.  This proposal number
can also be used to identify a proposal that must also be reviewed/approved
by our regulatory committees (e.g., human subjects, animal use).  You may
obtain a proposal number on the Web at

system are also available at this site.

Effective August 1, 2000, each proposal clearance form sent to ORSA for
signature should have its UO proposal number entered in the "Proposal
Number" block in upper right hand corner of the Proposal Clearance Form.  

The second step of this interactive PPS is the Proposed Costshare
Commitments form, which has been available for optional usage for a few
months.  The Costshare Commitments form is also found at this website, and
allows for direct input of cost sharing commitments at the time of proposal
preparation.  This information will populate a database that will allow ORSA
to accurately record the University's cost sharing commitments.  

Effective September 1, 2000, each proposal that contains cost sharing must
have its cost sharing commitments and other relevant information entered via
PPS in addition to having a UO proposal number assigned to it.
