grant-admin-arch: Grant-Admin-News: NSF Phone Numbers Changing

The National Science Foundation is upgrading its telephone system. Because
of this upgrade, all NSF phone numbers except 800 numbers have changed. 

Most new numbers begin with 292- rather than the old 306-. The new telephone
numbers are available from the NSF Staff Directory, at
  http://staff.nsf.gov. 

Most old telephone numbers (excluding Fax numbers) have recordings on them
telling callers what the new number is.  Most documents on the NSF web site
are being updated to reflect the new numbers.  However, it is likely that
some older documents will not be changed. NSF customers will be able to use
the NSF staff directory to look up the correct numbers for staff and
programs at any time.
