Grant-Admin-News: US Dept of Ed Application Requirement

The U.S. Department of Education currently has a policy (Section 427 of
the General Education Provisions Act or GEPA) that all grant
applications must include plans to ensure "equitable access to, and
participation in, the federally-assisted program" by anyone regardless
of gender, race, national origin, color, disability or age.  This
requirement goes beyond our signing for general compliance with the
civil rights statutes, and must be specifically addressed and marked in
the application.  

Because some proposals have not clearly addressed this requirement or
indicated where the statements on the requirement appear in the
application, we are distributing the full text of the policy, the
"Notice to All Applicants" that appears in most USDE program guidelines,
and some sample text that may be incorporated in applications or
tailored to meet individual project needs.  Contact ORSA at 6-5131 with
