Grant-Admin-News: New Budget Rates; Changes in Proposals for NSF/NIH



Below are the revised UO budget rates, and changes in proposal
preparation for NSF and NIH, effective immediately:

1.  UO Budget Rates:  Several budget rates have recently been modified
and should be incorporated into new and competing continuation
proposals.  The non-instructional fees for GTFs ($150.50/term for 3
terms) will be charged F&A (indirect) as of spring term 2001.  Fees
should be budgeted under Fringe Benefits for GTFs, rather than with
tuition.  Insurance costs are expected to increase significantly for
faculty, staff and GTFs next year and estimated future year rates,
subject to change, are given on ORSA's web site.  Summer tuition for
GTFs working on grants has not been direct charged to grants in the
past; however, due to the new budget model for higher education in
Oregon, the summer tuition may be a new charge on grants (and on all
accounts) in the future.  PIs are advised to budget tuition for summer
GTFs at the same rate as AY in-state tuition, on new and competing
continuation proposals being submitted June 1 or after.  All budget
rates are posted on ORSA's web site under Proposals/Budget Preparation
at http://orsa.uoregon.edu.  The Quick Reference Card found at this site
also gives rates for use starting 2001-02.


For grant proposals going to the National Science Foundation (NSF) or
National Institutes of Health (NIH) on June 1 and after, please note the
following recent changes for proposal preparation and submission:

2.  NIH Modular grants:  Proposals requesting up to $250,000 direct
costs per year must be submitted as a Modular application.  ORSA has
updated its instructions for Modular applications with the most recent
NIH requirements for proposal content and format, as well as the UO's
Modular spreadsheets with current budget rates.  These are found under
Proposals/NIH Modular Grants on ORSA's web site at
http://orsa.uoregon.edu.  The Overview goes through each section of the
application to be completed; note that ALL personnel, not just key
personnel, must be listed in the budget narrative, including
consultants.  The spreadsheets now include graduate student fees under
Fringe Benefits (F&A is charged on fees, beginning this term).
Applications that do not follow exactly the Modular application
instructions will be non-compliant and NIH will give the PI only four
working days to correct it.  If not corrected, the proposal will be
deferred or returned without review.   NIH's web site for Modular

3.  NSF FastLane:  Effective June 1, NSF will no longer require a mailed
paper cover sheet signed by the PI and submitting institution, or by the
subcontract co-PI and subcontract-institution, for all proposals.  The
submission of electronic proposals to NSF via FastLane will be
considered approved when submitted by the institution's Authorized
Organizational Representative or AOR, who has electronic signature
authority in FastLane.  For the University of Oregon, designated staff
in ORSA who are AORs with electronic signature authority include Gary
Chaffins, Karen Findtner, Kent Hardin, Pat Hawk, and Tim Godsil.  Note
that UO PIs must have proposals on line for final review by ORSA at
least 24 hours prior to the submission deadline and have a completed and
signed UO Proposal Clearance Form in ORSA prior to submission.  ORSA
still requires a signed budget from subcontract institutions prior to
proposal submission, to ensure they have reviewed and approved the
participation of their researchers and the budget proposed.  Contact
