Grant-Admin-News: Changes in Proposal Transmittal Process
Effective immediately, ORSA will no longer prepare standard cover
letters for transmittal of proposals to funding agencies if the
application cover sheet has a signature block for the authorized
institution official (i.e., ORSA staff will sign the application form in
lieu of a cover letter). This includes applications for new, renewal or
non-competing continuation awards to federal, state or private funding
sources. Please note that, whether or not a cover letter is prepared,
all proposals must be reviewed and signed off by ORSA prior to
submission, to be considered official applications from the UO.
The following policies are also in effect, and new policies and
procedures will be announced as they are developed for streamlining
proposal preparation and submission.
* Applications submitted without a covering transmittal letter
must also include ORSA's address as the official submitting office and
for award notification.
* ORSA still requires a signed UO Proposal Clearance Form prior to
submission of the proposal. Every proposal must have a UO proposal
number written on the clearance form, when it comes into ORSA for final
review and submission. This number can be obtained from the on-line
Proposal Processing System (PPS) on ORSA's web site at
http://orsa.uoregon.edu.
* Transmittal letters will be prepared by ORSA if required by the
sponsoring agency, or for special circumstances that must be explained
and endorsed by the institution, such as a sponsor's approval for late
submission or when funds should be directed to the UO Foundation rather
than to the UO.
* Principal investigators may submit cover letters, if allowed by
the sponsoring agency, to indicate potential reviewers, preferred review
group or study section, or other special requirements.
* The National Science Foundation no longer requires that signed
cover sheets or signed budget forms from subcontract institutions be
mailed following proposal submission; the electronic signature process
in FastLane satisfies these requirements for NSF. However, ORSA still
requires signed budget forms and a letter from the subcontract
institution's authorizing offical prior to proposal submission.
Call your Sponsored Project Administrator in ORSA, or the main ORSA
number 6-5131, with any questions.
