Grant-Admin-News: Proposal and Budget Tools Updated



NEW AND UPDATED PROPOSAL PREPARATION AND BUDGET TOOLS	

ORSA has updated several documents related to proposal preparation and
budgeting that are now available on the web at http://orsa.uoregon.edu
as tools for assisting faculty and staff working on grant proposals.  

1.  With the significant increases in insurance costs effective January
2002, the new OPE rates of 41% and 51% are now included on the Quick
Reference Card under the heading Proposals/Budget Preparation on ORSA's
web site.  The rates are also described under Fringe Benefits/OPE at
that site.  The Quick Reference Card (rev. 10/22/01) is in PDF format
and can be saved or printed for easy use.  Old versions of the Quick
Card should be discarded.

2.  The NIH Modular Grant spreadsheets, found under Proposals/NIH
Modular Grants, are updated with the new OPE rates, as well as current
tuition, fees and insurance for GTFs, and the new F&A (indirect) cost
rate for research of 49% effective July 1, 2001.  Note that all three
spreadsheets--Sample Budget with Equipment, Sample Budget without
Equipment, and Blank Spreadsheet--have the OPE rates assigned as a
default to personnel categories where salaries typically average above
or below $50,000.  The rates can be changed as needed for a category,
depending on an individual's full-time salary base.  Contact ORSA with
any questions on how to apply the OPE rates to personnel costs.

3.  NSF FastLane has recently undergone a system re-design, including
changes to some procedures for proposal preparation and submission such
as electronic signatures.  The newest information is found on ORSA's web
site under the heading Proposals/FastLane.  This site includes an
introductory overview of FastLane, a brief 12-step guide to completing a
proposal in FastLane, helpful hints and software requirements, the
proposal review and submission process at UO, a comprehensive "UO Guide
to NSF FastLane" for preparing proposals, and a listing of recent
enhancements to the FastLane system.  The latest enhancement is a new
design of the FastLane home page.  PIs and co-PIs now log into the
system under "Proposals, Awards and Status" to access the proposal
module, reports module, and award management modules.
