Grant Admin News: New Guidelines from NSF
The National Science Foundation (NSF) has recently issued several new
important documents relating to proposal submission and award
administration:
* A revised Grant Proposal Guide (GPG - NSF 03-2) is effective for
proposals submitted on or after October 1, 2002. A copy of the new GPG,
including a summary of significant changes, is available at:
http://www.nsf.gov/pubs/2003/nsf032/gpg032.pdf
<http://www.nsf.gov/pubs/2003/nsf032/gpg032.pdf>
(access through the Grants and Awards, Proposal Preparation links from
NSF's home page).
The revisions include important changes that will affect the review of
proposals. This version of the GPG incorporates the July notice
concerning the "broader impacts" review criterion and other changes made
to the Grant Conditions during the summer. PIs and DGAs should be sure
to use this newest Grant Proposal Guide as for applications with October
submission dates and beyond.
* A new version of the Grant General Conditions (GC-1) is effective
July 1, 2002, for all awards. A copy can be found on the web at
http://www.nsf.gov/home/grants/grants_gac.htm
<http://www.nsf.gov/home/grants/grants_gac.htm> . The new GC-1 includes
a separate article describing the management of participant support
costs, information on possible penalties for not meeting cost share
obligations, and reiteration of animal welfare requirements. All PIs
and DGAs with active NSF awards should review the GC-1.
* The NSF Grant Policy Manual (NSF 02-151) was re-issued with an
effective date of August 1, 2002, and is available on the web at
http://www.nsf.gov/cgi-bin/getpub?nsf02151
<http://www.nsf.gov/cgi-bin/getpub?nsf02151> . The policy manual
provides grantees with policies and procedures for managing awards,
covering topics such as prior approval requirements, allowable costs,
administrative changes, and budget issues including rebudgeting and cost
share commitments.

documents.
